Dividing the Oils: Dynamic Bargaining as Policy Formation in the Nigerian Petroleum Industry

چکیده

In academic studies of the interface between developing countries and large multinational oil corpora tions, scholars have noted that over time and through repeated interaction, the developing countries tend to negotiate better outcomes for themselves: they progress along a learning curve by incrementally improving their outcomes through bargaining and strategic interaction. This phenomenon can be demonstrated in a number of oil-rich developing countries. Nigeria’s case, however, is more complex. During the two decades following its independence, the state successfully negotiated for more control over—made strides in the developing of the skills necessary to manage—its petroleum industry, as our model would predict. Then, in a puzzling late-1970s-to-mid-1980s change of course, the government abruptly gave back concessions, undermined local entrepreneurial endeavors, and repealed indigeniza tion laws. This paper combines, in the analytic narrative tradition, the case study method with an extensive form game; it applies a dynamic bargaining model to Nigeria’s historical experience, demon strating that Nigeria improved its outcomes and ascended along the “bargaining learning curve,” only to reverse policy and “unlearn,” with serious consequences for the Nigerian population. Even so, the demonstration of both successful and improved outcomes in past negotiations give evidence that Nigeria could once again ascend its bargaining learning curve if the government were to re-commit to such a policy.

Biological marker geochemistry of selected oils and possible source rocks from central Alborz Basin

Surface oil seeps from Alasht, Lapur and Jenesem share many compositional affinities including distributions and concentrations ofnormal alkanes, terpanes and steranes. These oils also show many similarities with that of Jurassic sediments (Shemshak Group, KlarizFormation) systematically sampled from the Galandrud Coal Mine. Recent geochemical studies in this area indicated that theShemshak Gro...

Compositional Modeling of Wax Formation in Petroleum Mixtures

Heavy organics deposition is a common problem in oil industry, especially in oil production, transportation and processing. Wax or solid paraffin series are examples of heavy organics that deposit. Precipitation and crystallization of wax causes major difficulties in different processes. Based on multi-solid theory, a basic model is modified in this paper for wax precipitation in different oils...

Strategic Technology Planning in Science-Based Subsectors of Petroleum Industry: The Case Study of R&D Roadmapping for Geochemical Exploration Technologies

Strategic planning of technology in Iran's oil industry has a long history, however, the knowledge-based sectors of the oil industry, despite their different characteristics, have been less exposed to such experiences, and hence the study of the experience in one of the key sub-sectors of this industry, namely the exploration geochemical sector, can be innovative. This article seeks to answer t...

A Fully Integrated Method for Dynamic Rock Type Characterization Development in One of Iranian Off-Shore Oil Reservoir

Rock selection in modeling and simulation studies is usually based on two techniques; routinely defined rock types and those defined by special core analysis (SCAL). The challenge in utilizing these two techniques is that they are frequently assumed to be the same, but in practice, static rock-types (routinely defined) are not always representative of dynamic rock-types (SCAL defined) in the re...
